Air Traffic Control The Netherlands (ATC-NL) is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. www.lvnl.nl. The tender concerns the design, delivery, installation and bringing into service of a camera surveillance system for the purpose of remote monitoring of Runway 18R/36L within the national safety critical environment Mainport Schiphol.
Runway 18R/36L (the so-called Polderbaan) at Schiphol Airport is located at 4 to 7 km from the main air traffic control tower (Tower Centre) in the centre of Schiphol Airport. In order to use the full runway capacity of the Polderbaan, a secondary air traffic control tower (Tower West) is located next to the Polderbaan. Tower West is staffed with a Runway Controller (RC) and a Ground Controller (GC) between 0630 LT and 2230 LT. During night time (2230 LT till 0630 LT) less traffic is handled from the Polderbaan, and therefore air traffic control is provided from Tower Centre.
The scope of the project consists of the realisation of a Camera Surveillance System at the Polderbaan (installed at or next to TWR-W). With the Camera Surveillance System, the RC and GC at TWR-C should be able to visually observe at least the same situations (e.g. fire, accidents) as the OTW does from TWR-W.
The main characteristics of the intended safety critical Camera Surveillance System are:
A. Continuous realtime video monitoring of an area from a single position, with a viewing angle of approx. 140 degrees with recognition of objects of 1 m2 on a distance ranging from 1 to 4 kilometres during day and night (dark and low light conditions) without any external lighting;
B. Provision of a seamless image of the videomonitoring equipment to the user split over a variable number of displays, with fluid movement of moving objects;
C. Provision of a Pan-Tilt-Zoom functionality for a detailed view of part of the monitored area, with a zoom capability comparable to that of binoculars (20x zoom) and equipped with automatic focussing functionality for use in nighttime conditions.
D. Video signals and command & control signals are transported between TWR-W and TWR-C via an existing IP-network using accepted common non-proprietary standards.
The introduction of the system should not lead to a quality reduction of the alerting service and air traffic control service for the Polderbaan, nor for the other runways handled from TWR-C. Because the system will be operational from 22:30 until 06:30 LT, the quality of the camera images during low-light conditions is vital for acceptance of the safety critical system. Due to staffing reasons, ATC-NL must take the Camera Surveillance System at Schiphol Airport into operational use in September 2014.
ATC-NL wishes to select a maximum of 3 Candidates by means of this Selection Guide, who have proven themselves as capable of realising similar contracts successfully. The selected Candidates will then be eligible for an invitation to tender. A Proof of Concept will form an integral part of the evaluation of the tenders, where the tenderers will demonstrate in the field the capabilities regarding image quality and user control of their proposed solution, conform a specific set of the system requirements.
